• [in] env：调用该 API 时所处的环境。
• [in] change_in_bytes：由 JavaScript 对象保持活动状态的外部分配内存的变化量。
• [out] result：调整后的值。该值应反映包含给定 change_in_bytes 后的外部内存总量。返回值的绝对值不应被依赖。例如，具体实现可能为所有插件使用单个计数器，或者为每个插件使用各自的计数器。

如果 API 成功，则返回 napi_ok。
